CACQS Board approves a “Certificate of Independence” for member firms

Article 3 – Membership Requirements reads as follows:
Membership in the Canadian Association of Consulting Quantity Surveyors is open to any consulting Quantity Surveying firm in Canada that meets the admission requirements prescribed as follows:
1. The firm shall be engaged in the provision of independent advice directly to clients, free from bias, conflict of interest or the undue influence of others whether real or perceived. The firm shall pre-agree conflict of interest mechanisms with Clients when these arise.
2. The firm shall have been engaged in Independent Consulting Quantity Surveying in Canada for at least one year. This provision may be at the discretion of the Board for mergers or reorganisations.
3. At least one of the senior partners or officers of the firm is a Professional Quantity Surveyor, certified by the Canadian Institute of Quantity Surveyors or similar approved Professional Quantity Surveying organisation.

At the CACQS/ACCEC Board meeting in March 2021, the Board of Directors passed a motion requiring all members to certify compliance with Article 3a, beginning in 2022. In return, the CACQS/ACCEC will issue a “certificate of independence” to any member firm requesting it.
For the calendar year, 2021, any firm wishing to receive a “certificate of independence” can send in the form below, signed by an officer of the firm who holds a PQS or MRICS designation. This is strictly voluntary for 2021.
Certification of compliance with CACQS/ACCEC By-law – Article 3a membership Requirements
I certify:
- That our firm provides independent consulting Quantity Surveying services to our clients.
- That any and all of our work performed in the nature of quantity surveying is free from bias or conflict of interest, and is devoid of the influence of others, including, but not limited to designers, constructors (general contractor or construction managers) and equity investors.
- That our firm has conflict of interest policies and mechanisms in place to identify and segregate independent work, should our firm have any engagements or relationships where potential conflicts of interest may exist or emerge.
- That, should any real or perceived conflicts of interest arise, our firm will identify them to our client and agree with the client on a mechanism to ensure the delivery of independent consulting quantity surveying services.
