Joe Pendlebury is the Treasurer of the CACQS/ACCEC and a Professional Quantity Surveyor with over 33 years of construction industry experience in Canada and throughout the world. He has worked on public and private projects across a variety of sectors including residential, transportation, hospitality, higher education, sports and entertainment, and energy infrastructure. Joe has acquired extensive knowledge of all phases of the construction process, with particular expertise in providing cost insight during the early stages of planning and design. He has specific experience with value-engineering, cost-benefit analysis, contract negotiation, change order assessments, and dispute resolution during the design, contract negotiation, and construction phases. As an expert witness, he has worked on disputes involving delay claims, physical and financial damages claims, insurance claims, expropriations, value-in-place assessments, and reproduction cost assessments. He has given testimony in various courts across Ontario, including the Superior Court of Justice, the Ontario Municipal Board, Canada Revenue Agency (CRA), and alternative dispute resolution.
